Maximillian is a cool headed man who keeps an open mind about any situation he comes across. Combined with his levelheadedness this leads him to be considered a fairly rational man when he does act. He is however cited as being a very critical man but doesn't let this hold him back. His New type powers also lend themselves excellently to ferreting out the intentions of others rather he knows it or not which has caused more than a little concern with his ability to "Read" people being perceived as uncanny.

Maximillion was born on earth in Europe to a nomadic family. Never being in one place for more than a couple of years at most did not lend itself well to his social development outside of family and those immediately close to him. At some point in his early teens his New Type power began to reveal itself, however being so early in the Universal century his gift was not able to be recognized for what it was and ignored or mislabeled. He however knew he had a gift even if he didn't fully understand it and took to using it for his own use and gains tricking people out of their money and even committing some small acts of fraud.
Maximillion eventually used the money he had gathered to purchase books for himself and begin to expand his education beyond the fragmented one he had been allotted from his nomadic life and parents. He then went off when he became 16 and used more of his funds to enter university to make a living for himself while staying in contact with his family though writing them letters.
Some years later Maximillios family moved to space to find a more permanent home in the stars plying their various trades. Maximillion himself was happy his family was settling down but now left him alone upon earth while more and more people migrated to space to find new lives. This did more to Maximillion than most as he had also neglected his own happiness to work into a career he could be stable in and support his family. So now his family had found happiness and he had achieved a few long time goals, Now he was truly alone and would not find any happiness as he eventually found himself as a member of the earth federations forces plying his skills.
During the One year war Maximillion had found out his family were killed during Operation British. The colony they had ended up on being dropped in an attempt to end the war early. This twisted up Maximillions emotions and mind making him swear to make Zeon pay. By now he was an enlisted officer with little combat or piloting experience, to remedy this he used his built up connections and funds to bribe, blackmail, and beg his way to being a pilot and eagerly joined the titans after the Stardust incident in UC 0083. From then he earned himself the title of executioner due to his dogged focus on Zeonic supporters and dissenters like few others.
